WR Interests offers consulting and project management services to government and private clients in the areas of Emergency Management, Disaster Recovery, and Security.

We provide our clients with strategic depth in mitigation, preparedness, response, and recovery. Our Principals and staff have disaster experience in state and local government, tribal, military, and private sectors. Our team specializes in FEMA (Mitigation, Preparedness, Response and Recovery) and HUD CDBG-DR (Housing Programs).

We have provided oversight of PA programs ranging from administration of FEMA PA grants in excess of $15 Billion at the state level and leading program management activities both in government and the private sector, to functioning as the construction manager of PA housing programs. We have broad experience in Applicant Coordination and Evaluation, Impacts and Eligibility, Scoping and Costing, Final Reviews, Obligation and Recovery Transition, Post-Award Monitoring and Amendments, and Final Reconciliation and Closeout.

William T. Rachal

Will Rachal, WR Interests, Principal has over 20 years experience managing large-scale programs. Will has extensive experience in management of federal and state programs both in the public and private sector. A former Deputy Director of Louisiana’s Emergency Management Agency, Will is considered a subject-matter expert in Emergency Management, Strategy formulation, Preparedness/Recovery Projects, Government Relations, and Disaster Housing Programs. He is a retired US Army Colonel; notable military assignments include Infantry Brigade Command, Director of Military Support to civil authorities during all hazards events and command of a cavalry squadron during combat operations.

James B. Waskom

James B. Waskom, WR Interests Principal, has over 25 years managing large-scale project management programs. A former Director of Louisiana’s Emergency Management Agency, Jim is considered a subject-matter expert in Emergency Management, Strategy formulation, Preparedness/Recovery Projects, Government Relations, and Continuity of Operations. He is a retired US Army Colonel. Notable military assignments include Garrison Commander of Victory Base Complex, Iraq, Deputy Brigade Commander, and Battalion Commander of both an Infantry and a Support battalion.
